Ingredients
  

Brownie Base
  • 0.5 cup unsalted butter melted
  • 1 cup granulated sugar
  • 2 eggs large
  • 1 tsp vanilla extract
  • 0.33 cup cocoa powder Dutch-process
  • 0.5 cup all-purpose flour
  • 0.5 cup chocolate chips
Caramel Layer
  • 1.5 cups soft caramels unwrapped
  • 2 tbsp heavy cream
Cookie Dough Layer
  • 0.5 cup unsalted butter softened
  • 0.5 cup light brown sugar packed
  • 2 tbsp milk
  • 1.25 cups all-purpose flour heat treated
  • 0.75 cup mini chocolate chips

Method
 

  1. Preheat oven to 350°F (175°C) and line an 8x8 pan with parchment paper.
  2. Mix melted butter, sugar, eggs, vanilla, cocoa, flour, and chips to make brownie batter. Bake for 20-25 mins. Cool completely.
  3. Melt caramels with heavy cream until smooth. Pour over cooled brownie. Refrigerate 20 mins.
  4. Beat butter and sugars for dough. Add milk, vanilla, heat-treated flour, and chips.
  5. Press cookie dough gently over the caramel layer to cover.
  6. Chill for 1 hour before slicing.

Notes

Ensure flour for cookie dough is heat-treated to kill bacteria.
