- Preheat oven to 350°F (175°C). Line a 9x13 inch baking pan with parchment paper, leaving an overhang.
- In a large bowl, whisk melted butter, granulated sugar, and brown sugar together. Add eggs one at a time, whisking well. Stir in vanilla extract.
- Sift cocoa powder, flour, and salt into the wet ingredients. Fold gently with a spatula just until combined. Do not overmix. Fold in optional chocolate chips.
- Pour batter into the prepared pan and smooth the top. Bake for 25-30 minutes until a toothpick comes out with moist crumbs. Let cool completely in the pan.
- For the frosting: Beat softened butter until pale and creamy. Gradually add sifted powdered sugar, vanilla, and heavy cream. Beat until fluffy. Add blue gel food coloring until desired shade is reached.
- Remove the cooled brownies using the parchment overhang. Spread the blue buttercream evenly over the top.
- Scatter the chopped Oreos and chocolate chip cookies over the frosting. Place candy googly eyes randomly among the cookies.
- Melt the remaining chocolate chips with coconut oil in the microwave in 20-second intervals until smooth. Drizzle over the decorated brownies.
- Refrigerate for 20-30 minutes to set the frosting and drizzle before slicing into squares. Serve and enjoy!
Notes
Store in an airtight container at room temperature for up to 3 days, or refrigerate for up to a week. Use gel food coloring to prevent the frosting from becoming runny.
